Enda Devine is the Finance Directror at IPB Insurance, the only wholly Irish owned non-life insurance company and the leading liability insurer in Ireland.
Prior to joining IPB Insurance he held a number of Senior Executive and Board level positions over ten years in a number of leading global financial services organisations including Scotiabank (Ireland) Limited, Postbank and EBS Building Society. Enda was Chief Financial Officer at Postbank, Head of Finance and Head of Strategic Planning in EBS Building Society.
Enda is a qualified accountant and a Fellow of the Association of Chartered Certified Accountants. He is also a Fellow of the Institute of Bankers and holds a Diploma in Information Systems from Trinity College.

Director of Operations
Conor Mahon is Director of Operations at IPB Insurance. He is responsible for managing operations and ensuring that we have the right IT infrastructure and faciltiies to support the delivery of our services to our Members and customers. He is also responsible for Marketing & Communications and driving the development of IPB’s strategy to ensure continued, and long term, contribution of the Mutual to our Members and customers.
Prior to his appointment as Chief Operating Officer in February 2015, Conor was Head of Strategy and Planning in IPB Insurance. Before joining IPB Insurance Conor was a business consultant with Accenture for many years and has experience in defining and implementing initiatives to drive improved business outcomes for a range of organisations both in Ireland and internationally.
Conor holds a Bachelor of Commerce degree from University College Dublin (UCD) and a Masters in Finance from the Michael Smurfit Graduate School of Business at UCD.
Director of Legal & Company Secretariat
Emily Chambers is Director of Legal and Company Secretariat at IPB Insurance. As a practicing solicitor, she is responsible for providing professional and strategic advice to the Chief Executive, Board and Senior Management, managing the Company’s approach to protecting the interests of its policyholders in litigating proceedings to which they might be a party and managing relationships with external providers of legal services.
Emily’s responsibilities as Company Secretary of IPB Insurance include ensuring compliance by the Board with relevant legislative and regulatory requirements and advising the Board on corporate governance issues enabling the application of best practice in corporate governance and the effective implementation of the corporate governance framework identified in the Code of Corporate Governance for Credit Institutions and Insurance Undertakings.
Emily joined IPB Insurance from Ecclesiastical Insurance Group where she held the role of Head of Legal with responsibility for the Group’s Irish legal and commercial operations. Prior to this, Emily worked with Quinn Insurance and Ivor Fitzpatrick & Company Solicitors where she developed significant experience in commercial dispute resolution and insurance defence litigation.

Director of Underwriting
Matt has over 40 years experience in the Irish Market having previously held senior executive positions in AIG and most recently with QBE. In these roles, Matt’s responsibilities extended to the day-to-day administration and management of the business environment of a comprehensive array of product lines transacted by the business. Matt played a leading role in the tone and direction of creating business opportunities which were aligned to the objectives as outlined in the business (strategic) plans.

Director of Investments
Pat McGinley is Director of Investments at IPB Insurance. He heads a team of three investment professionals who have a combined market experience of over 59 years. Together with his team, Pat is responsible for all aspects of managing the investment assets of IPB which have grown from €77m in 1989 when he joined the company to over €1.1bn at the date of last valuation. All investment decisions are made in house and are governed by investment parameters, as set by the Board of Directors through the Approved Investment Policy and monitored by the Board. Fund performance is measured on a monthly basis but emphasis is placed on the long term sustainable return on assets.
Pat has been successfully delivering above average returns for the Company for over 24 years. Prior to joining IPB Insurance, Pat spent time as an accountant and a sovereign bond trader as well as spending three years as an economic and bond analyst with the Abu Dhabi Investment Authority in London.
Pat is a Fellow of the Institute of Public Accountants and a member of the Securities Institute. He also holds a Diploma in Corporate Governance from the Smurfit Business School.

Head of Claims
Michael Whelehan is the Head of Claims (HOC) at IPB Insurance. He is responsible for all elements of the claims function from managing external service providers across disciplines such as legal, property and consultancy services to coordinating our large in-house team of experienced claims professionals who handle all claim types from motor, accidental damage, personal accident etc. to complex liability claims, in order to deliver an exceptional service to our stakeholders.
Prior to his appointment as Head of Claims in November 2014, Michael was Head of Claims Operations in FBD Insurance. Previous experience includes Head of Operations and COO within the Friends First and IFG Plc financial services groups respectively. Michael is a Business Graduate with subsequent qualifications in Financial Services, General Insurance and Claims.

Head of Marketing & Communications
As the Head of Marketing and Communications for IPB Insurance, Tom leads the company’s marketing, research, advertising and communications. He led the recent rebranding of IPB Insurance and played a major role in the development of IPB's new corporate identity and communications collateral. In leading the marketing and communications team, Tom’s focus is always on listening to the needs of all our stakeholders and responding to those needs as innovatively and creatively as possible.
Tom has been working in marketing, communications and corporate affairs since 1996. He has worked with leading financial services and corporate businesses in Ireland and internationally including companies such as KBC Bank, AIB Bank, IFG Group, DNG and Insomnia among many others. He was runner up for 'Best Corporate Communications Campaign' at the PRCA Excellence in Communications Awards in 2011.

Head of Risk
Ger Mulvaney was appointed to the role of Head of Risk of IPB Insurance in May 2016. As CRO his primary responsibility is to the Board and Risk Committee whilst reporting operationally to the CEO. The CRO’s role involves ensuring delivery of IPB’s strategic risk framework with distinct responsibility for the risk management function, maintaining and monitoring the effectiveness of the risk management system by promoting an appropriate risk culture at all levels subject to regular internal review, ensuring effective processes are in place and maintained to identify, measure, monitor, report and manage risk exposures and promoting sound, effective risk management practices independently and on a consolidated basis.
Ger has over 15 years’ experience in the Insurance Industry. Ger joined IPB Insurance in June 2014 as the Head of Regulatory Reporting and Assurance. Prior to joining IPB, Ger worked in the Central Bank of Ireland as an Insurance Supervision Manager overseeing the risk based supervision of a number of large international insurance companies. Ger also worked in PwC for a number of years where he qualified as a Chartered Accountant and gained significant experience in the audit of insurance and other financial services companies.
Head of Compliance
Julia is Head of Compliance at IPB Insurance. Her role involves the implementation and interpretation of specific insurance regulation and compliance standards throughout the business. It also encompasses the requirement to understand the balance of regulatory excellence and management of business risk in a competitive environment. Governance and Compliance form a crucial part of the strategic leadership of IPB Insurance. Julia ensures that all business areas from operational to strategic have both the information and the tools to achieve these demanding standards.
Julia previous roles include CCO for Aviva Group Ireland, Postbank Ireland a start-up enterprise, Head of Enterprise Risk and Information Security for Ulster Bank RBS Group, Finance Administrator and Treasury Manager for Baxter Pharmaceutical and as a Senior Manager for Credit and Risk Management for MBNA Europe. Julia has worked in several jurisdictions and international institutions across Europe in terms of regulatory environments.
She has also been a non-executive Director/member for several not-for- profit, local community and semi-state organisations, such as Dublin Enterprise Board, Dublin Chamber Of Commerce, Ballymun Regeneration Ltd, the Royal Irish Academy of Music, the Ballymun Partnership and St James Hospital Dublin.

Head of Finance
Head of Corporate Social Engagement
Máiréad Conway is the Head of Corporate Social Engagement at IPB Insurance with responsibility for managing the delivery of the €5m social dividend. Máiréad’s role is to implement the company’s CSE strategy which is built around the themes of Diaspora, Sport, Education, Community and Business Innovation.
Prior to joining IPB, Máiréad worked as a Business Development and Operations Manager at the World Trade Centre Dublin and in a project management capacity on the ‘Your Country, Your Call’ competition which was founded by Dr. Martin McAleese. Máiréad has also spent a number of years in the HR field. She worked as a HR Business Partner in AIB and was responsible for establishing the HR function in Postbank.
